Prado Vista is a 56.40-acre subdivision at 140 Youngs Prairie Road in Elgin, Bastrop County, taken out of the James Standifer survey A-60 and platted into eighty lots — seventy-seven single-family homesites and three drainage lots.
The subdivision is laid out in six blocks. Block E runs the length of Prado Vista Drive on the western edge, twenty-five lots deep. Blocks C and D sit between Manzanilla Street and Amapola Street, twelve lots each. Block A holds eighteen lots around Oso Grande Road, Nopal Verde Street and the Avellano Crescent cul-de-sac. Blocks B and F run along the southern boundary above Youngs Prairie Road.
Two lots carry existing improvements: Block A Lot 1, at 1.05 acres, holds the original house, and Block A Lot 3, at 1.02 acres, the manufactured home and barn. Every other lot is unimproved.
Water is public, supplied by Aqua Water Supply Corporation under an executed service agreement — not private wells. Wastewater is individual on-site septic. Electric service is Bluebonnet Electric Cooperative. No part of the site lies within the FEMA 1% annual chance floodplain.
Streets are shown on the approved plan for dedication as public roadways, built to Bastrop County standards and sized to carry 84,000-pound fire apparatus. Until the county accepts them for maintenance, construction remains the developer's obligation, secured by fiscal security posted with the county.

Utilities
Public water, not wells.
On most subdivisions this size in Bastrop County, water is the question that decides the deal. Here it is contracted. Aqua Water Supply Corporation completed a feasibility study, the pro-rata capital contribution has been paid, and the service agreement is executed.
Aqua Water Supply Corporation completed its feasibility study for the subdivision and issued the pro-rata capital contribution estimate. The contribution has been paid, the waterline easement is notarised, and the service agreement, service application and agent authorisation were executed on 29 July 2026. Water is distributed through mains built as part of the subdivision's own construction, under a water plan sealed by Southwest Engineers in June 2026.
Wastewater is not centralised. Each lot carries its own on-site sewage facility. STW Engineering completed a septic feasibility study for the subdivision in March 2026, covering drainage, soils, OSSF types and proposed drainfield locations lot by lot. Each buyer permits and installs their own system through Bastrop County, and proof of OSSF permit approval goes to the declarant before construction starts.
Electric service is Bluebonnet Electric Cooperative, which produced a preliminary overhead design for the subdivision in April 2026 and priced the line extension, meter pedestals and transformers.
What a buyer should still verify: the county has not yet accepted the streets for maintenance, and the final plat has not been recorded. Both are ordinary for a subdivision at this stage, and both belong on a diligence list.

The site sits within the Lost Pines Habitat Conservation Plan area. Development here is subject to that plan alongside Bastrop County addressing, driveway, floodplain and OSSF permitting.
Covenants
What you can build
Drawn from the Declaration of Covenants, Conditions and Restrictions for Youngs Prairie (Prado Vista) Subdivision. The recorded document governs; this is a summary, and the declaration is in final draft pending recording.
1,000 sq ft minimum
Enclosed, heated living area, exclusive of garages, carports, porches and patios. One residence per lot. Two stories maximum. Residential use only.
Manufactured homes permitted
HUD-code manufactured homes are allowed and must meet the same 1,000 sq ft minimum. The manufacturer's certificate of origin must be no more than six years old at installation.
Skirting within 30 days
Any manufactured home must be skirted in approved materials within thirty days of installation, in a material and colour consistent with the home's exterior.
New materials only
Buildings are masonry, frame or engineered construction. All driveways, parking areas, fences and sidewalks must use new materials; salvaged materials are prohibited.
No short-term rentals
Minimum lease term is thirty consecutive days. Rentals shorter than that are prohibited outright.
30-day plan review
Plans, specifications, siting and exterior materials go to the declarant. No response within thirty days is deemed approval.
12 months to complete
Once construction starts it must finish within twelve months, or the declarant may levy monthly fines until it does. Extensions may be granted in writing.
No living on site during build
No tent, shack, barn, garage, travel trailer, camper or RV may be used as a residence, even temporarily during construction.
No livestock
No farm animals, livestock or poultry of any kind. A reasonable number of household pets is permitted, not kept for commercial purposes.
Permitted OSSF required
Each owner designs, permits and installs their own septic system to TCEQ and Bastrop County rules, and files proof of permit approval before construction begins.
$300 a year
Annual maintenance assessment per lot, funding the detention ponds, drainage lots, bar ditches and channels. Increases are capped at 15% a year without owner consent.
Screened storage
RVs, boats, trailers and commercial vehicles over one ton may not be stored where visible from a street or neighbouring lot unless garaged or screened.
Common area — the detention ponds and drainage lots — is held and maintained by the declarant or a designated maintenance agent. No property owners association has been formed; the declarant may convey the common area to one later. Enforcement follows Texas Property Code Chapter 209.

Location
East of Austin, on the Elgin side.
The property fronts Youngs Prairie Road along its southern boundary and FM 1704 on the east, north of Elgin in Bastrop County. Stormwater from the site is regulated through the City of Elgin municipal storm sewer system and discharges to Little Sandy Creek.
Adjoining land is a mix of small acreage tracts and the Monte Vista subdivision to the north, with the Youngs Prairie Cemetery and a church fronting Youngs Prairie Road to the south.
